
When you start to design the measurement process, there are two things to consider. First, to what extent should the measurement be qualitative or quantitative. The second concern is are you measuring the process or outcome of the engagement?
By pulling these two dimensions together, we can construct the matrix shown in the diagram above. From this, four types of measurement are developed that can be used to confirm progress.

Quantitative Outcomes - The numerical gains that will be achieved as a result of the change. | |

Quantitative Process - Is a measure of the change journey This includes many of the standard project management measures that are commonly used - achievement of milestones, number of completed tasks, cost overrun etc. | |

Qualitative Process - This approach is concerned with understanding how people feel about the process of change. | |

Qualitative Outcomes -This section is virtually the same as the qualitative process, except that it measures how people feel about the end result. |
